Gender deputy minister admits failure

RECENT gruesome rape incidents especially against minors and increasing violence in the country show that the Ministry of Gender Equality and Child Welfare has failed in its role to protect women and children, Deputy Minister Bernadette Jagger has said.

Jagger made these remarks in the National Assembly last week following recent reports that two men allegedly gang raped a 12-year-old in full view of her mother and young sister.

The incident took place in the Havana informal settlement where the men broke into a shack where the victim, her mother and sister were sleeping; allegedly held the family at gunpoint and took turns raping the girl in front of her mother and eight-year-old sister before robbing the family of N$300 in cash and a cellphone worth N$1 200 and fleeing.
