Noa urged to investigate Okahandja N$ 2.6m cleaning tender

SOME companies that failed to secure an N$2.65 million cleaning tender in Okahandja have reported the CEO Alphons Tjitombo to the ACC director-general Paulus Noa.
The companies claim that Tjitombo and his subordinates handpicked out-of-town companies for a tender reserved for the benefit of its inhabitants, in particular, and strictly firms within the Otjozondjupa region.
In fact, in 2021, the council adopted a resolution to appoint 14 companies from the town to clean Okahandja and, by so doing, create jobs and livelihoods for its destitute residents, a pledge, Tjitombo, according to the letter, did not fulfil after his appointment.
Instead, Tjitombo issued a new notice calling for bidders. When approached to revoke his decision, he presented a letter from his lawyers stating that Council members had no right to withdraw his decision.
The municipality awarded the contract to Geronika Investment CC from Windhoek (N.
24m) and Oshivanda Business Enterprise from Outapi (N.
4m).
This evaluation was conducted according to the Public Procurement Act, and bidders scoring the highest combined scores were eventually awarded the lucrative contract.
