City CEO defied in N$296 000 ‘reward’

CHAIRPERSON of City of Windhoek’s management committee Moses Shiikwa has pushed through a N$296 000 reward to City Police superintendent Pahukeni Titus who was installed as acting CEO to convene a meeting to decide the future of City of Windhoek police Chief, Abraham Kanime after the substantive boss refused to do it in April.

The same meeting that has now been challenged in court as illegal was seemingly propelled by Shiikwa, who also was responsible for appointing Titus.

Confidente can reveal that substantive Chief Executive Officer, Robert Kahimise this week questioned an instruction by Shiikwa to authorise the payment to Titus despite Shiikwa denying knowledge of the payment.

In a memo privy to Confidente, Kahimise warned that the payment of acting allowances for Titus for four months was “irregular”.
